BYLAWS OF THE

WESTERN DISTRICT COUNCIL

October 28, 2001

NAME AND OBJECT

Section 1.   This body shall be known as the Western District Council.

Section 2.   The purpose of the Western District Council shall be to provide organizational assistance to Newspaper Guild/CWA locals whenever necessary, facilitate exchange of information between affiliated locals, collate and disseminate research material, promote fraternal cooperation and to promote education in trade unionism.

STRUCTURE

Section 1.   Each affiliated local shall be entitled to cast four votes on matters properly before the Council meeting, delegates to the Council to be chosen by the affiliated locals.  The expenses of delegates shall be met by the respective local unions except that delegates' expenses to Council meetings may be approved upon application to the Council.

Section 2.   There shall be no voting by proxy.

Section 3.   At any meeting the presence of delegates from two-thirds of the affiliated locals shall constitute a quorum.

ELIGIBILITY

Section 1.   All TNG/CWA locals within the Western District Council defined by the Sector Executive Council are eligible to send voting delegates to the Council upon majority vote to the Council and upon payment of the then current month's per capita.

OFFICERS

Section 1.   Officers of the Council shall consist of a President, First Vice-President, Second Vice-President, and Secretary-Treasurer.

Section 2.   The President shall be the executive officer of the Council and be responsible for keeping in constant communication with the affiliated locals.  The President shall have the authority to appoint such committees as necessary to carry out the duties of the Council.

Section 3.   Signatures of the Treasurer and either the President, or in the President's absence, the First Vice-President shall be required on Council's checks.

MEETINGS

Section 1.   Council meetings shall be held in the Fall and Spring.

Section 2.   Council officers shall be elected to three year terms on the same cycle as TNG/CWA officers. The Spring meeting shall be the meeting at which new Council officers are elected.

Section 3.   Each Council meeting shall designate the next meeting place.

Section 4.   As approved, reasonable expenses to District Council meetings of the President, Secretary-Treasurer and delegates from member locals with special financial problems shall be paid by the District Council.

DUES

Section 1.   The Council shall have no power to levy assessments.

Section 2.   Monthly dues payments as established by the Western District Council delegates, shall be remitted to the Secretary-Treasurer of the Council.

AMENDMENTS

Section 1.   These bylaws may be amended by a majority vote of the Council, providing a reading to the proposed change is given at the preceding meeting of the Council.

INTERPRETATION

Section 1.   These bylaws shall be interpreted by the Council when in a duly constituted meeting.

Section 2.   No provision of these bylaws shall have precedence over the Constitution of TNG and its bylaws, and when not specifically covered therein or by the Council bylaws, the Council in its functions and meetings shall be governed by Robert's Rules of Order.
